Each pays a completely different tax bill, on a completely different lease clock. Here is what the numbers actually say, sourced and dated — the conclusion is yours.
Buyer's Stamp Duty (BSD) is broadly similar whichever asset class you buy — it is Additional Buyer's Stamp Duty (ABSD) that swings hardest, and it applies ONLY to residential property. On a S$2,500,000 purchase, BSD alone runs to S$94,600.

A fully commercial unit (shophouse, retail, office, F&B space) carries no ABSD, for any buyer profile — Citizen, PR, foreigner or company. On the same S$2,500,000, that alone is a S$500,000 saving over an SC-2nd-property purchase, or S$1,500,000 over a foreign buyer's residential ABSD. GST (currently 9%, ≈ S$225,000 here) may apply instead, but only if the seller is GST-registered — and a GST-registered buyer can typically claim it back as input tax.

Industrial property (B1/B2) also carries no ABSD, and typically the lowest entry psf of the three — but comes with a use restriction: B1 (light/clean industrial) and B2 (general industrial) each cap what you can actually operate, and neither converts to retail/F&B/office use without URA approval. GST treatment follows the same seller-registration rule as commercial.
